You can also try to use very old tools like GTA parking or anything like that or try to replace the files manually by editing the GTA3.img file (if i remember the file name correctly) by using imgtool or similiar program, but it requires having a copy of a clean file in case something goes wrong so i wouldn't recommend it today.
